Earth was always the target.

Reykjavik: Fourteen Months Before Mars

Fourteen months before James Harlan received his orders to Arcadia Base, a Colonial Authority facility outside Reykjavik, Iceland began full-scale deployment of the neural mesh on a civilian workforce. Two hundred and twelve workers. All volunteers, technically. All participants in what their contracts described as a neural productivity enhancement trial.

The mesh worked exactly as designed. Thoughts were readable. Compliance was measurable. Productivity increased 34 percent in the first six weeks. The Colonial Authority considered it the most successful trial in the program's history.

None of the workers were told what the mesh was doing. The consent forms described a communication enhancement technology. The technical specifications describing the read capability were classified at the project level. The workers signed. They always signed.

Marcus Chen arrived at the facility as a corporate investigator. Equipment failures. Anomalous medical reports. Twelve workers on psychiatric leave in four months. He was not sent to find a neural control program. He was sent to find a saboteur.

He found something else.

The Malech Patent: US3951134

The Malech patent describes a device using two interfering electromagnetic carriers to remotely read and modulate brain wave activity. The Mars program used a distributed mesh variant, implanted, networked across individual subjects. The Iceland facility used a different architecture.

No implants. Ambient deployment. The signal delivered through the facility's standard communications infrastructure. The workers were never wired. They were simply inside the field.

The Colonial Authority had solved the consent problem by eliminating the hardware that made consent possible to refuse.

The Equipment Failures

The equipment failures were not sabotage. They were the result of workers experiencing simultaneous cognitive disruption during high-frequency transmission bursts. The machinery malfunctioned because the operators lost motor coordination for 1.3 second intervals, regularly, at times that correlated exactly with the facility's internal broadcast schedule.

Twelve workers on psychiatric leave were not experiencing isolation stress. They were experiencing the long-term neurological effects of unsolicited mesh exposure. The symptoms matched no known disorder because no clinical literature existed for this exposure pathway.

The Colonial Authority's files on the Iceland program were seventeen layers deep in a procurement database. Marcus Chen was not supposed to find them. The search string that surfaced them was a six-character administrative code that a Colonial Authority records clerk had accidentally left in a facility maintenance log.

Six characters. Administrative error. The only breach in a fourteen-month operation that had otherwise left no accessible trace.

The Injunction

Three days after Chen accessed the procurement files, his facility clearance was suspended. Two days after that, the Colonial Authority's legal division filed an emergency injunction sealing all Iceland facility records under a national security provision that had not been invoked in eleven years.

Chen had made copies.

Four witnesses survived the Iceland facility with intact memory and documentation. The Colonial Authority needed all four of them to be wrong. Discredited, hospitalized, or silent.

They got three of them.

What Harlan Never Knew

James Harlan has classified testimony and the Colonial Authority's assurance that the program was terminated globally.

The Iceland facility had been decommissioned four weeks before Harlan returned to Earth. All equipment removed. All records sealed. All personnel reassigned under non-disclosure agreements with enforcement clauses that carried criminal penalties.

Harlan never knew it existed.

Marcus Chen knew. And Chen had been trying to reach Harlan for seven months before the events of this novel begin.
